Navarro Research and Engineering, Inc. is hiring a Facility Rep II in Carlsbad, NM. This position will provide the CBFO OESH&Q support for performing duties and responsibilities associated with the DOE-STD-1063, Facility Representatives. Provides day-to-day oversight of contractor operations.

This position, as requested by the Facility Oversight Division, encompasses Oversight activity Reports, Issuance of ICE or Devonway Issues as appropriate, Surveillance Reports when applicable. Will provide facility operations oversight of WIPP systems and programs to ensure that TRU waste handling, processing, and disposal is conducted safely and compliantly. This is to include the implementation of the WIPP Documented Safety Analysis (DSA), the Technical Safety Requirements (TSR), and Conduct of Operations requirements in accordance with DOE O 422.1, Conduct of Operations to ensure that workers & the facility are safe. Provide oversight of the day-to-day contractor operations of the CBFO and WIPP facilities. Provide adequate support to CBFO senior management and anticipate informational needs. Provide routine & special coverage for assigned facilities in accordance with local documents & DOE orders, including Event Learning Reviews, field walk downs, and critical work activities. Routinely meet with FODD & contractor management to discuss events, activities, programmatic deficiencies, and significant recurring events. Talk with plant personnel to become knowledgeable of current activities, attitudes, and concerns. Perform issue follow-up and closeout of Issue Collection and Evaluation (ICE)/DevonWay issues. Initiate Stop Work Actions and support the issuance of Stop Work Orders. Participate in selected "one time" teams/events such as operational readiness review teams, and investigative teams. Provide DOE Line Managers with accurate, objective information on the effectiveness of contractor work performance and practices, including implementation of the integrated safety management system. Provide support by assisting with the mentoring, training, and qualifying of the DOE Facility Representatives.

Requirements

Facility Representative II-Bachelor of Science degree in physical science, engineering, or technical discipline, or a related field (as approved by the Contracting Officer) AND 15 years of experience in their functional area with at least three years of nuclear facility and/or mining industry experience OR 20 years of demonstrated knowledge and specialized experience in their functional area with at least 10 years nuclear facility and/or mining industry experience. Specialized experience could include: nuclear safety basis analysis; design, configuration management, and operation of both reactor and non-reactor Category I, II and III facilities; knowledge and proven experience in TRU waste management, emergency preparedness, conduct of operations, nuclear systems safety, confinement ventilation, mining, hoisting, maintenance programs, work control programs, mechanical systems, electrical and control systems, fire protection systems, radiological protection, mine safety, industrial safety, industrial hygiene, environmental protection, environmental compliance, OSHA requirements, MSHA requirements, and NRC nuclear facility requirements. The contracting officer shall review and approve specialized experience on a case by case basis for specific needs in support of nuclear and mining facility operations.
